Washington State allows a license plate frame only when it does not obscure the registration tabs or the identifying letters and numbers. The plate must remain plainly visible and readable at all times. Covers, holders, frames, or other material that conceal, obstruct, distort, change, alter, or make a plate illegible are prohibited.
This is not a gray-area answer based only on general visibility language. RCW 46.16A.200 expressly names frames and gives them a limited allowance. The frame passes only when the protected elements stay open in the installed condition.

A product may be transparent and still distort the plate through curvature, glare, condensation, or road film. The lowest-risk approach is an uncovered plate with a narrow frame and visible clearance around the protected information.
Washington usually requires two plates
When the state issues two plates, they must be attached conspicuously at the front and rear. Vehicles issued one plate—such as trailers, semitrailers, campers, mopeds, collector vehicles, horseless carriages, and motorcycles—display it at the rear.
A front frame and a rear frame may need different hardware. The front plate often mounts to a separate bracket, while the rear plate can sit near a camera, handle, or liftgate contour. Test both positions instead of assuming a matching pair will install the same way.
Can you remove the front plate because the bumper has no bracket?
Not on your own. The Washington State Patrol may grant an exception when the vehicle’s body construction makes compliance impossible. A clean bumper, inconvenient drilling, or an aftermarket appearance preference is not automatically an exception.

Position, height, and cleanliness also matter
Washington requires plates to be attached horizontally and not more than four feet from the ground. They must be kept clean and uncovered and remain plainly visible and readable. A compliant frame cannot cure a plate that is mounted behind cargo, installed at a severe angle, or left coated in mud.
The statute includes limited rules for temporary obstruction by specific devices or cargo, subject to conditions. Do not treat those narrow provisions as permission for a decorative accessory to hide the plate continuously.
How to test a Washington frame
- Use a current Washington plate with its actual tabs.
- Install all parts: frame, plate, caps, gasket, bracket, and camera accessory.
- Confirm visible space around every identifying letter and number.
- Check the tabs from straight behind and from both sides.
- Inspect front and rear installations separately when two plates are issued.
- View the plate under daylight, rain, and the vehicle’s night lighting.
- Clean the border channel and recheck after normal road use.
Do not judge fit only by the 6 × 12-inch outer plate dimension. Compare the clear opening and hole layout with the size guide.
Why deep and beveled borders need extra attention
A deep rail can hide part of a character from an angled view even if the plate looks open head-on. A polished bevel can also reflect the plate lamp back toward the camera. Neither effect is captured by measuring rail width alone.
Approve a production sample on the intended vehicle. If the plate sits recessed, add the vehicle’s viewing geometry to the review rather than making the frame opening tighter to compensate for appearance.
What to do with a noncompliant frame
Remove or replace it. Do not cut the plate, move the registration tabs, paint official content, or bend the plate edge. If the plate becomes loose after removal, use compatible hardware and lower support that does not cover any information.
When mounting holes differ, review the two-hole and four-hole options. Extra drilling is not a universal fix and can damage the vehicle or plate.

Build the legal opening first and place the brand message on the remaining border. A repeat order should use the same approved gauge or plate fixture so normal process variation does not shrink the opening.
