Iowa License Plate Frame Law: 2026 Rules

Iowa plate frames must leave every printed letter and number visible, including the county or collegiate name. Check the 2026 rule and sticker guidance.

You may use a license plate frame in Iowa, but it has to leave a full view of every numeral and letter printed on the plate. That is broader than keeping only the large registration number visible. The state name, county name, and a collegiate name can all matter.

Iowa Code section 321.37(3) prohibits a frame around or over a registration plate when it does not permit a full view of all printed numerals and letters. Iowa DOT also advises drivers not to cover or obscure the registration sticker.

Why the county name is not decorative

The lower border of many aftermarket frames is exactly where Iowa places a county name. A driver may see the serial number clearly and assume the frame is fine, while the bottom rail hides most or all of the county text.

The Iowa Supreme Court dealt with that issue in State v. Harrison. The frame in that case completely covered the county name. The court read section 321.37(3) to protect all numerals and letters printed on the plate, not only the registration number. The covered county name therefore supported the plate-display violation.

That decision is why the popular advice that “the number is all that counts” is unsafe in Iowa. If you have a university or specialty design, inspect its printed name as carefully as you would the main characters.

What must remain visible

  • The complete registration number, with no clipped tops, bottoms, or side edges
  • The word Iowa and any other printed state identification
  • The county name on plates that display one
  • A collegiate or other printed plate name
  • The registration sticker and the information printed on it

The statute specifically speaks about numerals and letters. Iowa DOT’s sticker recommendation adds a practical enforcement point: do not let the frame rail, a screw cap, or a clear cover overlap the sticker. A plate should be easy to verify at a normal viewing distance, not merely readable after close inspection.

Did Iowa change the county-name rule in 2026?

A proposal considered during the 2026 legislative session drew attention because it would have changed how county-name visibility affected frame enforcement. It did not replace the current rule. As of September 14, 2026, Iowa DOT still instructs drivers to keep the state, county, collegiate name, and registration sticker unobscured, and the current statutory materials continue to show section 321.37(3)’s full-view requirement.

That distinction is important whenever you read an article or social post about a bill. A proposal, committee action, or renumbered bill is not the same as a law that has taken effect.

How to check your frame on an Iowa plate

Start at the bottom edge. If the county name disappears behind a slogan bar, the frame is not a good fit even when the serial is fully open. Next, trace the inner edge around the plate and make sure it does not touch any printed letter or number. Finally, look at the sticker from straight behind and from a modest side angle.

A “universal” frame can fit the mounting holes but still have the wrong opening. Hole alignment and visible area are separate measurements. If you are replacing a bulky design, compare a slim and full-border license plate frame and verify the actual opening before installing it.

Frame, cover, and mounting hardware are judged together

An open frame can obstruct text with its border. A transparent cover can create a different problem by reducing clarity through tint, haze, dirt, or glare. Decorative bolt caps can also overlap a sticker or character. The safest setup is simple: a clean plate, a narrow opening, secure screws, and no material over official information.

The broader state-by-state overview of license plate frame legality can help when you drive outside Iowa, but Iowa’s county-name interpretation is the rule to remember at home.

FAQ

Are license plate frames illegal in Iowa?

Not by themselves. A frame becomes unlawful when it prevents a full view of printed numerals or letters on the plate.

Can an Iowa frame cover the county name?

No. The Iowa Supreme Court has treated the county name as protected printed information under section 321.37(3).

Can the border touch the word Iowa?

Avoid any overlap. Iowa DOT specifically says the state name should not be covered.

What about the registration sticker?

Iowa DOT advises that the sticker should not be covered or obscured. Leave a clear margin around it.

Is a clear plate cover the same as a frame?

No. A frame surrounds the plate; a cover sits over it. Either can affect visibility in a different way.

The most reliable Iowa setup is one where every official letter, number, and sticker remains obvious at a glance. If the border hides the county name, changing to a narrower frame is a much easier solution than debating how much text is enough.
