Virginia allows license plate frames, but only when they do not alter or obscure protected information. The law specifically names frames, brackets, holders, mountings, colored glass, colored plastic, and other coverings. That makes the installed view—not the product description—the deciding factor.
Code of Virginia section 46.2-716 also requires every plate to be securely fastened, prevented from swinging, clearly visible, and clearly legible.
Four things a frame cannot alter or obscure
| Protected plate feature | What to inspect after installation |
|---|---|
| Alphanumeric information | Every letter and number must be complete, with no edge clipped by the border. |
| Plate color | No tinted material, overlay, or wide border should alter the official color field. |
| State name or abbreviation | Virginia or an official abbreviation must remain visible. |
| Registration month or year | Any character, decal, stamp, or device showing expiration must remain unobscured. |
This list is more precise than a general rule to keep the number readable. A frame can leave the serial completely open and still violate the statute if its top rail covers the state name or its corner overlaps an expiration decal.
Frames are not the only accessories covered
Section 46.2-716 applies to holders, brackets, mounting hardware, and coverings as well as frames. It separately says insignia, emblems, trailer hitches, and couplings may not hide any portion of the plate or make any portion illegible.
That broader wording matters when the frame itself looks narrow but a hitch-mounted accessory blocks the camera or an oversized screw cap sits over a decal. Check the complete rear view with all normal accessories installed.
A transparent shield is also not interchangeable with an open border. It can alter color or legibility through tint, scratches, moisture, or glare. The construction differences in a license plate frame versus a plate cover help explain why a cover creates additional visibility risks.
A straightforward Virginia fit check
First, center the plate and tighten the fasteners evenly so it cannot swing. Then trace the inner opening with your eyes. You should see the complete height and width of every registration character, the state name, and all expiration markings.
Step several feet back and move to the left and right. A thick or deeply recessed frame can conceal information from an angle even when the straight-on view looks acceptable. At night, turn on the vehicle lights and make sure the border does not cast a shadow across the rear plate.
If a lower slogan bar is close to official text, replace it with a narrower border. A slim frame generally leaves more of the plate face exposed, although you still need to check the actual opening and alignment.
Can correcting the frame help after a summons?
Virginia’s statute gives a court discretion to dismiss a summons under this section when proof of compliance is provided on or before the court date. The word may matters: correction does not guarantee dismissal, and the court decides whether the evidence is sufficient.
If you receive a summons, remove or replace the obstructing accessory promptly and preserve clear, dated photos of the corrected installation. Follow the instructions on the summons and consider local legal advice rather than assuming the case will disappear automatically.
FAQ
Are license plate frames illegal in Virginia?
No blanket ban applies to every frame. A frame is prohibited when it alters or obscures the listed plate information or otherwise makes the plate less visible or legible.
Can a frame cover part of the word Virginia?
No. The state name or abbreviated state name is expressly protected.
Can the border cover an expiration decal if the number is visible?
No. Month- and year-related characters, decals, stamps, and devices are expressly included in the rule.
Is a tinted plate cover legal?
Colored glass or colored plastic may not alter or obscure the protected information or plate color. A tinted cover creates a high risk of doing exactly that.
What if a trailer hitch blocks only a corner?
The statute says a hitch or coupling cannot hide any portion of the plate or render any portion illegible.
Virginia gives you a clear checklist: number, color, state name, and expiration information. If all four stay intact and the plate is firmly mounted and readable, the frame is doing its job without competing with the registration.
