New Mexico License Plate Frame Law: 2026 Rules

New Mexico requires the entire registration information, including the sticker, to stay visible. See the 2026 frame rule and State v. Jacquez.

A license plate frame is not automatically illegal in New Mexico, but the entire registration information must remain clearly visible and legible. That includes the registration sticker. A frame that blocks the sticker’s expiration information can support a traffic stop even when the plate number and state name are easy to read.

New Mexico Statutes section 66-3-18 requires the plate to be securely fastened in a fixed horizontal position, at least 12 inches above the ground measured from the bottom. It must be positioned for clear visibility and kept free of foreign material and clearly legible.

Why the sticker is part of the plate

The New Mexico Court of Appeals addressed this directly in State v. Jacquez, a published 2009 decision. An officer driving behind the vehicle could not see the expiration date on the registration sticker because a silver frame blocked it. The driver argued that the important portions—the state and plate number—were visible.

The court rejected that narrow view. New Mexico’s statutory definition of a registration plate includes the plate, marker, sticker, or tag assigned for vehicle identification. The court held that a frame obstructing the sticker so its information could not be read violated section 66-3-18(A), and the observed obstruction provided a lawful basis for the stop.

The lesson is practical: do not treat the renewal sticker as an optional corner detail. It is part of the registration information the plate displays.

What your frame should leave open

Keep the complete serial number, state identification, sticker, and other official registration information visible. Look for overlap at all four corners, especially if the frame has wide screw tabs or decorative blocks.

New Mexico’s rule also requires the plate to stay free of foreign material. Desert dust, mud, snow, and road film can collect along a deep border. Cleaning only the large characters may not be enough if the sticker remains covered by grime.

Frame versus cover

An open frame surrounds the plate. A cover places transparent or tinted material over the face. Both can affect legibility, but covers add glare, haze, tint, scratches, and moisture. New Mexico’s core test is whether the registration remains clearly visible and legible, so a product marketed as clear is not automatically safe in every condition.

If you are choosing between the two accessories, compare the visibility effects of a license plate frame and a license plate cover. A simple open border generally gives you fewer optical variables to manage.

A practical installation check

  1. Clean the bare plate and sticker before fitting the frame.
  2. Center the plate in a horizontal position and tighten at least two suitable mounting points evenly.
  3. Confirm that no rail, corner, screw cap, or insert touches the sticker or any character.
  4. Step back and view the plate from the height of a following car, then from a modest angle.
  5. Recheck after driving; vibration can shift a loose plate behind the frame.

The visible window matters more than the accessory’s outer dimensions. Use the frame opening-size measurements to compare the space left for the plate face. If the sticker sits close to a corner, choose a design with extra clearance there.

FAQ

Are license plate frames illegal in New Mexico?

No blanket ban applies to every frame. A frame becomes a problem when it keeps the plate or registration information from being clearly visible and legible.

Can a frame cover the registration sticker if the plate number is visible?

No. State v. Jacquez held that a sticker blocked by a frame was a violation because the sticker is part of the required registration information.

Can an officer stop you for a covered sticker?

In Jacquez, the court upheld the stop based on the officer’s observation that the frame prevented the sticker’s expiration information from being read.

Is a tinted cover legal?

Any cover that makes the registration less clearly visible or legible creates a problem under section 66-3-18. Tint and glare make that risk higher.

Where is the plate mounted?

The general rule places it at the rear. A road tractor or truck tractor displays the plate at the front.

New Mexico’s key detail is easy to miss but easy to fix: leave the sticker completely open. If a corner of the frame blocks its date, choose a border with a larger opening.
