Delaware License Plate Frame Law: What Is Allowed?

Delaware allows frames that do not obscure plate information or the expiration sticker. See the rules for covers, lights, penalties, and safe fit.

Delaware gives a unusually direct answer: a license plate frame is allowed if it does not obscure any information on the plate, including the expiration sticker. Material placed around the plate is prohibited when it hides that information, while a non-obstructive frame is expressly not prohibited.

That means you do not have to guess whether every border is illegal. You do need to judge the frame after installation. If a rail, corner, logo, or light covers plate information, the frame no longer fits the stated exception.

The key rule in 21 Del. C. § 2126

Delaware law requires the plate to be securely fastened, at least 12 inches above the ground, in a place where it is clearly visible. It must be kept clean and legible. The statute then addresses accessories in specific terms:

  • tinted material may not be placed over the plate;
  • material around the plate may not obscure plate information or the expiration sticker;
  • a frame that does not obscure that information is not prohibited; and
  • scrolling, strobe, or blinking lights in or around a plate frame are prohibited, apart from a narrow organized-event exception.

It is a result-based rule with a clear safe direction: keep the complete official display exposed.

What must stay visible?

Leave the registration number, state name, expiration sticker, and other printed or applied information fully visible. Do not assume a small overlap is harmless because you can still recognize the plate up close. The statute uses “any information,” which is broader than the serial number alone.

Delaware plates and specialty designs can position words and graphics differently. A border that clears one design may cover another. Check the actual plate on the vehicle instead of relying on the frame package or an online mockup.

Allowed and prohibited setups

SetupHow Delaware law treats it
Slim edge frame that leaves all plate information and the sticker visibleNot prohibited by the frame provision
Wide frame covering part of the state name, number, or stickerProhibited
Tinted material over the plateProhibited
Frame with scrolling, strobe, or blinking lightsProhibited except for the limited organized-event situation in the statute
Device or spray intended to defeat traffic-control camerasSeparately prohibited and subject to stronger consequences

Can you use a clear cover?

The frame rule does not make a clear shield automatically acceptable. Delaware expressly prohibits tinted material, and it also prohibits devices, products, or substances designed to conceal a plate from traffic-control cameras. A transparent cover can additionally become reflective, dirty, fogged, or scratched enough to undermine the separate requirement that the plate remain clearly visible and legible.

If protection is the goal, an open frame that supports the edges without placing material over the plate face is generally easier to keep within the visibility rule. Our comparison of a license plate frame and a cover explains the practical difference.

What are the penalties?

For the subsection covering tinted material, obstructive material around the plate, and prohibited frame lighting, Delaware lists a fine of $100 to $200. The anti-camera provisions carry their own penalties and should not be confused with an ordinary fit problem.

A penalty range is not a reason to test the edge of the rule. An obstructed plate can also lead to an avoidable stop, and replacing a thick frame is usually the simplest correction.

How to choose and install a frame in Delaware

  1. Compare the inside opening with your actual plate. Pay attention to the top wording and sticker corner.
  2. Install the frame without shifting the plate. The plate should remain upright, secure, and flat.
  3. Inspect all four sides. No decorative piece or fastener cap should overlap official information.
  4. Step back and read everything. Check in daylight and at night.
  5. Keep it clean. A legal frame cannot compensate for mud, film, or salt that makes the plate illegible.

The outside dimensions of most U.S.-style frames do not tell you how much of the plate they expose. Compare the visible window using the frame opening size, especially when the border carries raised lettering or a large logo.

Does a dealer frame follow different rules?

No. Delaware does not give dealer advertising frames a separate visibility exemption. A dealer name can be printed or raised on the border, but the border still must not obscure any official plate information or the expiration sticker.

What if a vehicle came with an illuminated frame?

Ordinary plate illumination and decorative animated lighting are different things. The rear plate still needs proper illumination under applicable vehicle-lighting rules, but Delaware prohibits scrolling, strobe, or blinking lights in or around a frame outside the limited event exception. If an accessory has selectable modes, do not assume a prohibited mode becomes acceptable simply because a steady mode also exists.

Quick answers

Are license plate frames illegal in Delaware?

No. A frame that does not obscure any plate information or the expiration sticker is expressly not prohibited.

Can a frame cover the word “Delaware”?

No. The law prohibits material around the plate that obscures any information on it. Use a narrower border or reposition the frame.

Can a frame cover part of the expiration sticker?

No. The expiration sticker is specifically included in the rule.

Are light-up frames legal?

A normal steady plate lamp is not the same as a decorative frame. Scrolling, strobe, and blinking lights in or around the frame are prohibited except in the narrow organized-event circumstance stated in the law.

The simple Delaware test

Look at the complete installed plate. If every item of official information and the sticker remains uncovered, the plate is clean and legible, and the frame has no prohibited animated lighting, the setup matches Delaware’s stated frame exception. If anything is overlapped, change the frame rather than trying to argue that the hidden item is unimportant.
