A license plate frame is legal in Michigan when it does not obscure the registration information. Michigan’s Secretary of State puts the rule in practical terms: if you use a frame, make sure it does not cover the plate number or the tab.

The Michigan Vehicle Code adds the basic display requirements. A plate must be securely fastened in a horizontal position, clearly visible, and maintained so the registration information remains legible. For most passenger vehicles, Michigan uses one plate mounted at the rear.

What counts as registration information?

The plate number is the obvious part, but the renewal tab also carries registration information. A thick frame rail can overlap the edge of the tab even when the large characters are untouched. Oversized screw caps, dealer badges, and decorative inserts can create the same problem.

Michigan law also prohibits attaching a name plate, insignia, or advertising device in a way that obscures or partially obscures registration information. Calling a border a dealer frame or promotional holder does not change the installed result.

Michigan mounting requirements that affect a frame

Section 257.225 requires a fixed horizontal position and says the plate must be at least 12 inches above the ground, measured from its bottom. It must not swing. The Secretary of State recommends using at least two bolts to secure the plate to the back of the vehicle.

Two evenly tightened fasteners help keep the plate centered inside the frame. With only one loose screw, the plate can rotate until a corner of the border crosses a number or tab. If you hear rattling, correct the hardware rather than adding a pad or cover that overlaps the plate face.

The tow-ball and carrier exception is narrow

Michigan’s statute says a tow ball, bicycle rack, removable hitch, or other rear carrying device—and an object carried on it—does not violate the main plate-visibility subsection. This is a specific statutory exception for those rear devices. It does not give a frame permission to cover the plate number or tab, and it does not turn an unrelated advertising device into an exempt accessory.

If you regularly use a carrier, check the entire rear view before driving into another state. Other jurisdictions may apply different obstruction rules even when Michigan provides this exception.

Are lighted or neon license plate frames legal in Michigan?

Michigan State Police says a vehicle may be equipped with a license plate frame containing neon lights, but the lights must be covered and unlit while the vehicle is on a roadway or within the public right-of-way. The frame still cannot obstruct registration information on the plate or tabs.

In practical terms, a neon frame is not road-ready simply because the light is switched off. The light source also needs to be covered in those locations. A permanently exposed lighted border is therefore a poor choice for normal street use, even when its opening leaves the plate number visible.

How to tell whether your frame fits

Install the plate and frame together, then look at the actual visible opening. You should see the complete outline of every number and letter plus the whole renewal tab. Leave a little clearance rather than letting the border touch the printed area; vibration and slight misalignment can reduce that margin later.

Next, step back to a normal viewing distance. Check in daylight and again with the rear plate lamp on. Dirt packed along a deep border can creep onto the plate, and glare from a clear shield can make an otherwise open number hard to read.

An accessory sold as universal may match the screw holes without matching the visible area. Compare the real dimensions using the license plate frame opening-size checklist. If a full lower rail crowds the tab, the difference between slim and full frames can help you choose a safer shape.

When the plate itself needs attention

A frame cannot make a damaged plate compliant. Michigan SOS says rusted, damaged, or illegible plates should be replaced, and plates 10 years old or older are replaced at renewal. If the reflective surface is peeling or a character is deteriorating, contact the Secretary of State rather than trying to hold or conceal the damaged area with a border.

Common questions

Are license plate frames illegal in Michigan?

No. Michigan SOS expressly discusses using a frame, but says it must not cover the plate number or tab.

Can a dealer frame cover part of the tab?

No. Promotional branding does not create an exception for partially obscured registration information.

Does Michigan require a front plate?

Most Michigan passenger vehicles display a single rear plate. The statute has different placement rules for truck tractors and road tractors.

Is a clear cover safer than a frame?

Not necessarily. A cover sits over the plate and can introduce haze, tint, scratches, moisture, or glare. An open frame and a cover solve different problems.

How many bolts should hold the plate?

Michigan SOS recommends at least two bolts on the rear of the vehicle. Use the mounting points intended for your vehicle and keep the plate horizontal.

For a Michigan passenger vehicle, the simple test is usually enough: secure the rear plate with at least two fasteners, keep it horizontal, and make sure the complete number and tab remain easy to see.
