New Hampshire’s RSA 261:176 does not single out decorative frames by name, but it does prohibit knowingly obscuring the figures or letters on a license plate. It separately makes colored, smoked, or tinted plate coverings a violation. A frame should stay outside the plate information and should not be confused with a cover that sits over the plate face.

What RSA 261:176 says

Under paragraph I, a person who knowingly obscures or allows the figures or letters on a vehicle’s plate to be obscured commits a violation. Paragraph II addresses coverings: applying or allowing a colored, smoked, or tinted covering over a license plate is also a violation. Paragraph III lists a $150 fine for a violation of the section.

The text is important because it draws a distinction between obstructing the plate’s letters or numbers and placing a colored, smoked, or tinted covering over the plate. It does not say that every open frame is automatically illegal, and it does not grant every frame a safe harbor. The installed result still matters.

What this means when you install a frame

Keep the assigned letters and numbers fully visible. A top or bottom bar that crosses a character is the clearest risk under the statute’s wording. Also check the issuing state name and any decals or other official details even though RSA 261:176 specifically names figures and letters; leaving the complete plate unobstructed is the more careful choice.

Look at the plate after tightening the hardware. A frame can shift as its screws seat, and a screw cap or attached emblem can cover more than the border does. If any character is partly hidden, loosen the assembly and reposition or replace the frame rather than relying on the fact that most of the number can still be guessed.

A frame is not the same as a plate cover

A frame borders the plate. A cover adds a layer over its face. New Hampshire’s statute expressly addresses colored, smoked, or tinted coverings, so a clear-looking shield should not be treated as the same product as an open frame. A cover can create reflections or reduce contrast even when the plate appears readable indoors.

If the accessory rests over the printed area or changes how the plate looks, remove it until you can verify the current rule. Don’t add reflective film, tinted plastic, or another layer in an attempt to make a plate harder to photograph.

Check visibility before driving

Stand behind the vehicle and read the full number without leaning or changing the light. Then move a few steps to either side and check that the frame, fasteners, or vehicle trim do not hide any part of a letter or number. Turn on the vehicle’s lights after dark and make sure the rear plate remains visible.

Use the plate’s actual design when checking fit. Registration decals and state text may sit close to the edge, and plate layouts vary. A frame that works on one plate can overlap information on another, even if both are the same outside size.

Choosing a frame that keeps the plate clear

Measure the visible plate area and compare it with the frame’s inner opening before installation. Avoid wide bars, bulky caps, and decorative pieces that intrude into the printed region. A narrow-looking frame is not automatically a safe fit; what matters is whether the installed frame leaves the entire plate readable.

If you want to compare U.S. license plate frame styles, use the specific frame dimensions and your plate layout rather than relying on “universal” wording. Our broader license plate frame visibility overview explains why rules differ from one state to another.

Common questions

Are license plate frames illegal in New Hampshire?

RSA 261:176 does not ban frames by name. It prohibits knowingly obscuring plate letters or numbers. A frame that leaves the plate information visible is different from one that crosses the characters, but the statute does not certify a particular product.

Are tinted license plate covers legal in New Hampshire?

No. Paragraph II of RSA 261:176 prohibits applying or permitting a colored, smoked, or tinted covering over a license plate.

What is the penalty under RSA 261:176?

Paragraph III states a $150 fine for a violation of the section. Check the current statute for any later amendments or enforcement changes.

Does the law mention registration stickers?

RSA 261:176 specifically refers to plate figures and letters and to tinted, smoked, or colored covers. Even so, leave decals and other official information uncovered and readable rather than treating the statute’s examples as permission to obscure other details.
